JAMMU: The Jammu and Kashmir Government on Wednesday ordered a major bureaucratic reshuffle, transferring and posting 49 IAS and JKAS officers with immediate effect.
The orders were issued by the General Administration Department under Government Order No. 1612-JK(GAD) of 2026, dated October 7, 2026.
Among the major changes, Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been assigned the additional charge of Administrative Secretary, Revenue Department, relieving Kumar Rajeev Ranjan, IAS, of the charge.
Dr Ashish Chandra Verma, IAS, has been transferred from Tourism Department and posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department, while Saugat Biswas, IAS, has been posted as Commissioner/Secretary, Health & Medical Education Department.
Sarmad Hafeez, IAS, has been transferred and posted as Commissioner/Secretary, Youth Services and Sports Department. Ramesh Kumar, IAS, has been moved from Divisional Commissioner, Jammu, and posted as Secretary, Department of Rural Development and Panchayati Raj, with additional charge of Culture Department.
A key appointment is that of Vikas Kundal, IAS, who has been transferred from Chairman, J&K Services Selection Board, and posted as Divisional Commissioner, Jammu, with additional charge of Additional CEO, Jammu Metropolitan Regional Development Authority.
R. Alice Vaz, IAS, has been transferred and posted as Commissioner/Secretary, Transport Department, while continuing to hold the charge of Information Department and taking additional charge of Civil Aviation.
In other significant appointments, Rahul Yadav, IAS, has been posted as Administrative Secretary, Information Technology Department, while continuing as Managing Director, J&K Power Development Corporation.
Owais Ahmed, IAS, has been posted as Administrative Secretary, Planning, Development & Monitoring Department, with additional charge of Director, Skill Development J&K.
At the district level, Dr Devansh Yadav, IAS, has been transferred from Commissioner, Jammu Municipal Corporation, and posted as Deputy Commissioner, Rajouri. Rakesh Minhas, IAS, has been transferred from Deputy Commissioner, Jammu, and posted as CEO, State Health Agency, J&K.
Athar Aamir Ul Shafi Khan, IAS, has been transferred from Deputy Commissioner, Budgam, and posted as Managing Director, National Health Mission, J&K. Basharat Qayoom, IAS, has been transferred from Deputy Commissioner, Pulwama, and posted as Commissioner, Srinagar Municipal Corporation, with additional charge of CEO of the SPV for Srinagar City for implementation of the Smart City Project.
Ayushi Sudan, IAS, has been posted as Commissioner, Jammu Municipal Corporation, with additional charge of CEO, SPV Jammu City and Mission Director, Swachh Bharat Mission (Urban).
Minga Sherpa, IAS, has been transferred from Deputy Commissioner, Udhampur, and posted as Deputy Commissioner, Jammu. Abhishek Sharma, IAS, has been shifted from Deputy Commissioner, Rajouri, to Deputy Commissioner, Kupwara, while Dr Rupesh Kumar, IAS, has been posted as Deputy Commissioner, Samba.
Jatin Kishore, IAS, has been transferred from Deputy Commissioner, Ganderbal, and posted as Deputy Commissioner, Budgam. Shreya Singhal, IAS, has also been transferred from the J&K Tourism Development Corporation and posted as Deputy Commissioner, Ganderbal.
Among the JKAS officers, Kuldeep Krishan Sidha has been posted as Deputy Commissioner, Pulwama, while Charandeep Singh has been posted as Deputy Commissioner, Shopian. Sachin Jamwal has been appointed Additional Deputy Commissioner, Kathua, and Sushil Kesar Additional Deputy Commissioner, Reasi.
The order also appoints Mamta Yadav, IAS, as Director, Information, J&K; Vidhu Shekhar, IAS, as Vice Chairman, Jammu Development Authority; and Anu Malhotra, IAS, as Mission Director, Jal Jeevan Mission.
The government order states that the transfers and postings have been made in the interest of administration and are effective immediately. It was issued by order of the Lieutenant Governor.
