JAMMU: Chief Minister Omar Abdullah on Tuesday introduced two key legislations — the Jan Vishwas Bill and the Anti-Discrimination Bill — in the Jammu and Kashmir Legislative Assembly.
The Chief Minister tabled “The Jammu and Kashmir Jan Vishwas (Amendment of Provisions) Bill, 2026” (L.A. Bill No. 1 of 2026). The Bill seeks to amend various Union Territory laws by decriminalising and rationalising minor offences, with the objective of strengthening trust-based governance and promoting ease of living and ease of doing business.
The legislation aims to reduce legal complexities, encourage voluntary compliance, and foster a more citizen-friendly administrative framework.
The Chief Minister, who also holds the portfolio of Law, Justice and Parliamentary Affairs, also introduced “The Jammu and Kashmir Eliminating Discrimination Against Persons Affected by Leprosy Bill, 2026” (L.A. Bill No. 2 of 2026).
The Bill seeks to amend existing laws to eliminate discrimination and denial of equal treatment against persons affected by leprosy. It aims to prevent their segregation and social exclusion, while enabling the Union Territory to fulfil its positive obligations through affirmative action.
Both Bills have already been published in the extraordinary issue of the Official Gazette.
