SRINAGAR: The Jammu and Kashmir Government has terminated the services of Dr Mohammad Himayun, Assistant Professor, Department of Pediatrics, SKIMS Medical College Hospital, Bemina, on grounds of wilful and continuous unauthorised absence from duty for more than nine years.
According to Government Order No. 673-JK (HME) of 2026, dated September 3, the termination has been given effect from March 1, 2017, the date from which the officer had remained absent without authorisation.
The order states that Dr Himayun was initially appointed as Lecturer in Pediatrics at SKIMS Medical College in 2009 and was later promoted as Assistant Professor in 2013. He was placed under suspension in April 2015 over unauthorised absence but was reinstated in December 2016 after due procedure.
After reinstatement, the officer attended duties for only six days in January 2017 and three days in February 2017 before allegedly remaining absent from March 1, 2017 onwards.
A departmental inquiry later concluded that the absence was deliberate and wilful. A pre-termination notice was also served upon him in September 2025, giving him 15 days to explain why he should not be removed from service.
According to the order, his reply cited personal health issues, family disputes, economic hardship and mobility reasons, but the government found that it did not rebut the inquiry findings or provide a legally admissible justification for the prolonged absence.
The government said that the officer had remained continuously absent for more than nine years without authorisation or resumption of duty, constituting abandonment of government service under Articles 113 and 128 of the J&K Civil Service Regulations.
The termination order was issued by M. Raju, IAS, Commissioner/Secretary to the Government, Health & Medical Education Department, by order of the Lieutenant Governor.
