SRINAGAR: The Housing and Urban Development Department (HUDD) has extended the Jammu & Kashmir Unified Building Bye-Laws, 2021 (JKUBBL) to all existing housing colonies under the Jammu & Kashmir Housing Board (JKHB).
According to an order issued vide SO 207 dated July 24, 2026, the provisions of JKUBBL, as amended from time to time, shall now apply to existing JKHB colonies. The notification also prescribes revised planning and development norms for future Housing Board colonies.
The officials said these reforms are aimed at ensuring greater flexibility, ease of development and improved citizen services. Demand-driven land use will now be permitted in Housing Board colonies for activities other than those prohibited or debarred under the negative list, enabling more responsive and citizen-centric development.
The notification further allows mixed land use activities, other than those included in the negative list, within JKHB colonies to promote balanced and vibrant neighborhoods. Besides, vertical and horizontal mixed-use activities will also be permissible on notified roads, creating opportunities for integrated residential and commercial development.
The notification added that the plots will be eligible to utilize the additional Floor Area Ratio (FAR) along with reduced setback requirements, facilitating more efficient use of plots. Optimum utilization of land will be ensured while planning housing colony layouts, resulting in improved urban design and infrastructure efficiency. Fast-track approval of building permission through the Auto DCR system will streamline the building permission process and reduce approval timelines. A simplified process for building approvals and issuance of Occupancy Certificates will enhance transparency and ease of compliance.
The Self-Certification and Auto-Approval mechanism (AutoDCR) will enable automatic generation of building permits through the online portal based on self-certification, significantly reducing procedural delays.
