LEH: The Lieutenant Governor of Ladakh, Kavinder Gupta, emphasized that the future growth of Ladakh hinges on strengthening three key sectors: Health, Education, and Tourism.
Addressing a review meeting on development projects under the Special Development Package (SDP) and state components, the Lt Governor highlighted the ongoing efforts to ensure holistic and sustainable development in these critical areas.
“Unprecedented development is taking place across Ladakh. From health to education and tourism, new infrastructure is coming up at a rapid pace. It is important to highlight these achievements so that people know about the transformation being made possible by the vision of Prime Minister Narendra Modi and the UT Administration,” said Shri Kavinder Gupta.
Key Focus Areas:
- Health Sector Development:
The Lt Governor proposed the introduction of the Pneumatic Tube System (PTS) at SNM Hospital in Leh and the District Hospital in Kargil. Widely used in modern hospitals, PTS will facilitate the rapid transport of lab samples, medicines, and critical documents across departments, enhancing patient care by improving efficiency. - Education Growth:
Kavinder Gupta stressed the importance of model schools to raise the standard of education in Ladakh. He proposed setting up schools based on the model of Swami Vivekananda Vidya Mandir, one of the largest government schools in India. Additionally, he encouraged the exploration of Public-Private Partnership (PPP) models to boost education and infrastructure development across the Union Territory. - Tourism Development:
On tourism, the Lt Governor emphasized the Ladakh Mountaineering Policy, underlining the importance of implementing safety protocols during treks and expeditions. “Strict enforcement of safety protocols will not only save lives but also enhance Ladakh’s image as a responsible adventure tourism destination,” he remarked.

Dr. Tashi Thinles, Director of Health Services, provided an update on upcoming healthcare infrastructure, including the establishment of a new Medical College and Nursing College, a Cardiac Cath Lab, Sewage Treatment Plant at SNM Hospital, the upgradation of District Hospital Kargil, and the procurement of a 3 Tesla MRI machine. Construction of health centres across Ladakh is also underway. - Education:
Administrative Secretary Bhanu Prabha presented updates on projects aimed at enhancing School Education, Higher Education, and Technical Education in Ladakh. - Tourism:
Sanjit Rodrigues, Administrative Secretary for the Tourism Department, outlined key initiatives, including:- Bhimbat Project

- Penzi La Development
- Trans-Himalayan Cultural Centre at Leh

Policy Frameworks for Sustainable Tourism:
Sanjit Rodrigues further introduced new policy frameworks to promote responsible and sustainable tourism, including:
