NEW DELHI: The Union Government on Friday notified the Select Lists of State Civil Service officers of the Jammu and Kashmir segment for appointment to the Indian Administrative Service (IAS), paving the way for the induction of 23 officers against promotion quota vacancies in the AGMUT cadre.
The notification was issued by the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, in exercise of powers under the Indian Administrative Service (Recruitment) Rules, 1954, read with the IAS (Appointment by Promotion) Regulations, 1955.
According to the notification, the Select Lists were prepared on April 24, 2026, under Regulation 7(1) and approved on August 3, 2026, under Regulation 7(2) for filling promotion quota vacancies in the AGMUT cadre of the IAS under the State Civil Service category.
The vacancies were determined by the Central Government in consultation with the J&K Government.
For the 2019 Select List, prepared against vacancies arising between January 1 and December 31, 2019, the government has included 18 officers.
They are Babita Rakwal (DOB: 13.11.1971), Anil Koul (08.04.1965), Shabnam Shah Kamili (01.01.1967), Dr Ghulam Nabi Ittoo (10.10.1965), Rachna Sharma (01.12.1970), Leela Padha (29.11.1967), Kusum Badyal (20.05.1963), Rajinder Singh Tara (04.04.1967), Vivek Sharma (17.01.1968), Tariq Hussain Ganai (20.08.1967), Munir-ul-Islam (17.07.1967), Mohammad Harun Malik (07.06.1965), Nisar Ahmad Wani (01.01.1965), Jatinder Singh (05.03.1965), Sajad Hussain Ganai (01.03.1969), Anoo Malhotra (19.11.1972), Shamim Ahmad (09.10.1966) and Nitu Gupta (08.06.1973).
The notification said the inclusion of Nisar Ahmad Wani, placed at Serial No. 13 in the 2019 list, is provisional and subject to the State Government granting an Integrity Certificate.
For the 2020 Select List, relating to vacancies arising between January 1 and December 31, 2020, five officers have been included in the normal select list — Prediman Krishan Bhat (08.05.1969), Tariq Ahmad Zargar (20.06.1964), Bhawani Rakwal (24.01.1970), Smita Sethi (12.04.1972) and Anuradha Gupta (01.02.1969).
Nisar Ahmad Wani has also been shown at Serial No. 0A in the 2020 Select List in addition to its normal size, in accordance with the IAS (Appointment by Promotion) Regulations, 1955.
His inclusion in the 2020 list has also been kept provisional, subject to the grant of an Integrity Certificate by the J&K Government.
The notification is to be published in the Gazette of India, Part I, Section 2.
