JAMMU: Manik Batra, Director of Batra Group and Chairman of the ASSOCHAM J&K Council, has welcomed the passage of the Jammu and Kashmir Water Resources and Management Regulations Bill, 2026, describing it as a significant step towards addressing longstanding concerns surrounding Gair Mumkin Khad land.
The legislation, approved by the J&K Cabinet earlier this month, seeks to address Gair Mumkin Khad land where there is no actual flow of water and provide a legal framework for proprietary rights in eligible cases.
Batra said the measure could bring greater clarity and security of land rights to affected property holders and facilitate productive use of land where no actual watercourse exists.
He said a transparent and clearly defined regulatory framework could also help resolve longstanding land-related issues and create greater certainty for investment, development and economic activity in the region.
“The passage of the Jammu and Kashmir Water Resources and Management Regulations Bill, 2026, is a welcome development for people who have been facing uncertainty regarding their land rights,” Batra said. “Where there is no actual flow of water, providing a clear legal framework for proprietary rights can bring greater certainty and facilitate the productive use of such land.”
Batra expressed appreciation to the J&K Government and members of the Legislative Assembly for taking up the issue and hoped the legislation would be implemented in a fair, transparent and time-bound manner, keeping the interests of affected landholders in view.
