JAMMU The Jammu Municipal Corporation (JMC) has issued an advisory directing all pet dog owners within its municipal limits to register their pet dogs, in accordance with the Animal Birth Control (Dog) Rules, 2023 and the Municipal Corporation Act, 2000.
The directive was issued by Devansh Yadav, Commissioner of JMC, who stressed the importance of responsible pet ownership and strict compliance with the rules to ensure public safety, proper canine population management, and improved public health standards in the city.
All pet dog owners have been asked to register their pets through the online portal (jansugam.jk.gov.in). For assistance regarding registration, pet owners can contact the Animal Welfare Officer (AWO) section of JMC through the helpline numbers 8716946717 or 9858022175, or email [email protected].
Speaking on the advisory, Gaurav Chaudhary, Animal Welfare Officer, and Divya Sharma, Veterinary Assistant Surgeon with JMC, said that registration is essential for maintaining proper records, ensuring timely vaccinations, and promoting responsible pet ownership. They urged pet owners to cooperate with the Municipal Corporation in maintaining sanitation and public safety.
According to the advisory, pet dogs must not be allowed to roam freely in public places or streets. Dogs should always be taken outside on a leash or chain, and aggressive or ferocious breeds must be properly muzzled when taken in public.
Pet owners are also required to provide adequate space, food, accommodation, and medical care for their animals. Officials from the registering authority may inspect the premises at reasonable times to verify the pet’s health condition and registration records.
A valid Anti-Rabies Vaccination Certificate is mandatory for registration. If a vaccinated dog is bitten by a rabies-suspected animal, the owner must ensure proper post-bite vaccination and inform the Veterinary Services Wing of JMC, failing which the pet’s registration may be cancelled.
The advisory further directs owners to sterilize (neuter or spay) their dogs to prevent an increase in the canine population. Pet owners are also responsible for regular deworming, immunization, and sterilization of their pets.
In case of change of ownership, a fresh registration will be required. Owners will be held responsible for any public nuisance or harm caused by their dogs.
Additionally, pet owners must ensure that their dogs do not defecate in public spaces, including parks, residential areas, and streets. They are required to immediately clean up any excreta left by their pets.
The advisory also cautions residents against keeping aggressive breeds such as Pitbull, Rottweiler, and American Pitbull without proper training and handling.
JMC has directed all pet dog owners within its jurisdiction to complete the registration process within one month from the issuance of the advisory. Failure to comply may lead to legal action, including confiscation of the pet and fines or challans of up to ₹5,000, officials said.
