LEH: The Hon’ble Lieutenant Governor of Ladakh, Kavinder Gupta, emphasized the crucial role of the Armed Forces in not only defending India’s borders but also in contributing to the nation’s development.
Addressing the valedictory session of the Civil–Military Fusion Capsule at Shaitan Singh Auditorium, Karu, he highlighted the Army’s continued support in building critical infrastructure, responding to natural disasters, and assisting remote communities in Ladakh, a region known for its unique geography and significant security challenges.
In his address, the Lieutenant Governor stressed the importance of closer cooperation between the Army, civil administration, and academic institutions for the holistic development of Ladakh. He commended the joint initiative of the defence establishment and civil administration in organizing the interaction programme, referring to it as a forward-looking model of teamwork.
He further emphasized that the Civil–Military Fusion Capsule reflects a shared commitment to nation-building, where the strength of the Armed Forces and the vision of civil society unite to ensure both security and progress.

- Lt Gen Hitesh Bhalla, GOC 14 Corps; Dr. Pawan Kotwal, Chief Secretary, UT Ladakh; Dr. S.D Singh Jamwal, DGP Ladakh; Stanzin Chosphel, Executive Councillor, LAHDC Leh; and several other dignitaries from the Army and UT Administration were present.
- Civil–Military Fusion for Nation-Building: LG Gupta emphasized that the idea of Civil–Military Fusion is not optional but essential for India’s growth, particularly in Ladakh, where security challenges are paramount. The Army has played a critical role beyond guarding the borders, acting as the first responder in times of calamities and as a partner in development. Meanwhile, the civil administration has been leading in areas such as renewable energy, education reforms, healthcare, and eco-tourism.
- Joint Efforts for Development: The Lt Governor stated that the Army and civil administration together form the twin engines of progress—one ensuring security and the other facilitating development. He advocated for institutionalizing their cooperation through regular joint exercises, dialogue platforms, and capacity-building initiatives. He also called for the adoption of modern technologies such as renewable energy, drones, telemedicine, and climate monitoring to address both national security and local community needs.
- Sustainability at the Core: LG Gupta also stressed that all efforts for Ladakh’s development must prioritize sustainability. Protecting the region’s fragile ecosystem while promoting rapid growth must go hand in hand.
Future Vision:
The Lt Governor described the Civil–Military Fusion Capsule as the beginning of a larger mission to make Ladakh a model for balanced development in border areas. He urged all stakeholders to carry forward the spirit of partnership for a secure, prosperous, and self-reliant future for Ladakh, where the combined strength of the Army and civil society fosters holistic development.

- Dr. Pawan Kotwal, Chief Secretary, detailed the Vibrant Village Programme Phases I & II, aimed at reversing migration in Eastern Ladakh through tourism, skill development, entrepreneurship, and cultural heritage promotion.
- Maj Gen Arindham Saha, GOC 3 Infantry Division, spoke on the Indian Army’s role in nation-building in Ladakh, emphasizing its contributions in development alongside security.
- Brigadier Sachin Gehlawat, Commander 3 Army Brigade, provided updates on the Military–Civil Fusion Capsule seminar, addressing issues related to Army-Civil Administration coordination, border infrastructure, communication, and tourism to promote Ladakh’s economic growth.
- Lt Gen Hitesh Bhalla, GOC 14 Corps, delivered the vote of thanks, underscoring the importance of strengthened Military–Civil Administration cooperation for a resilient and prosperous Ladakh.
