JAMMU: The Anti-Corruption Bureau (ACB), J&K, has registered FIR No. 12/2026 at Police Station ACB Central, Jammu, against former Assistant Commissioner (Revenue), Jammu, Nisar Ahmad Shad, and four private beneficiaries over alleged irregularities in permissions granted for the alienation and transfer of Gair Mumkin Khad land at Chowadi and Deeli.
According to the ACB, the case follows the findings of Preliminary Enquiry No. PE-JSK-17/2019, which prima facie disclosed that Shad, while serving as Assistant Commissioner (Revenue) between May 23, 2018 and July 11, 2018, allegedly abused his official position by granting nine permissions for alienation or transfer of land recorded as Gair Mumkin Khad.
The permissions were allegedly issued in violation of applicable revenue laws, Government orders and directions of the High Court concerning land classified as “Gair Mumkin Khad”, the anti-graft agency said.
The enquiry further found that the permissions were shown to have been granted with the approval of the Deputy Commissioner, Jammu. However, verification carried out with the office of the Deputy Commissioner reportedly found no corresponding approval, note sheet or formal delegation order on record.
The FIR has been registered under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, along with Sections 120-B, 467, 468 and 471 of the RPC.
The ACB said further investigation into the matter is in progress.
