KULGAM: District Legal Services Authority (DLSA), Kulgam, under the chairmanship of Principal District and Sessions Judge (Chairman DLSA) Kulgam, Aijaz Ahmed Khan, today convened the 4th Under Trial Review Committee (UTRC) meeting of 2026 at the Conference Hall, Mini Secretariat Kulgam.
The meeting was held as per the approved schedule for conducting quarterly UTRC meetings for the year 2026 by the Executive Chairman, National Legal Services Authority (NALSA).
The meeting was attended by Shahzad Alam, Deputy Commissioner Kulgam, Mir Sayeem Qayoom, Sub Judge/Secretary, DLSA Kulgam, Rafi Ahmad Mir, Chief Public Prosecutor, Dr. Shawkat Hussain, Chief Medical Officer, Mohammad Aftab Awan, Additional Superintendent of Police Kulgam, Mohd Arif Shah, Assistant Superintendent, District Jail Anantnag and other stakeholders.
During the meeting, the Committee reviewed the cases of under-trial prisoners lodged in different jails in accordance with the guidelines laid down by the Supreme Court of India and the Standard Operating Procedure (SOP) of NALSA. The data received from the concerned Jail Superintendents was thoroughly examined and analysed on various parameters, including age, gender and health/medical status of the inmates.
A total of three cases falling under various categories were deliberated upon in detail. However, no case was recommended for release on bail by the Committee during the review.
