PULWAMA: Deputy Commissioner (DC) Pulwama, Kuldeep Krishan Sidha, today chaired a comprehensive district-level meeting at Circuit House, Pulwama, to deliberate on the SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis of the district to identify local potential, address sectoral gaps and develop a focused roadmap for sustainable economic growth.
Describing it as the first such coordinated exercise aimed at bringing all concerned departments and institutions onto a common platform, the Deputy Commissioner emphasized the need to identify the inherent strengths of each sector and convert them into productive opportunities through scientific interventions, institutional coordination and effective implementation of government schemes.
Highlighting the importance of scientific research and technology transfer, the meeting also deliberated on establishing a District-Level Scientific Advisory Committee (DSAC) involving CSIR IIIM, agriculture and allied departments, horticulture, floriculture and other relevant institutions.
The proposed District Scientific Advisory Committee will provide a structured interface between the District Administration, research institutions, universities, colleges, line and technical departments, industry, farmers, entrepreneurs and civil society. The proposed DSAC will be advisory and facilitative and will add value by improving coordination among organisations working in different and specialized sectors and emphasized that research based technologies developed for saffron, horticulture, apiculture and other agricultural activities could significantly improve productivity when effectively adopted at the field level.
During the meeting, the DC directed the General Manager, DIC, heads of concerned departments, BDOs, Tehsildars, Executive Officers and other officers to undertake a comprehensive field-based survey within two months to identify existing resources, assess sector-specific potential, map stakeholders, identify gaps and challenges, and explore opportunities for strengthening economic activities across various sectors of the district.
Highlighting the considerable potential of the dairy sector in Pulwama, the DC called for a comprehensive assessment of milk production, existing dairy households, livestock breeds, production clusters, collection centres, marketing channels and the returns received by farmers. He observed that despite the district’s potential, there is a need for proper identification of dairy-producing familiesand establishment of organized milk collection facilities.
The DIC and Animal Husbandry Department were specifically directed to explore stronger linkages across the entire dairy value chain, from production to marketing, with the objective of ensuring that farmers received a fair share of the final market value rather than the benefits being disproportionately captured by intermediaries.
Reviewing the agriculture sector, the Deputy Commissioner highlighted the enormous potential of saffron cultivation and called for focused interventions to address challenges relating to climate, stress conditions and the geographical limitations of saffron-growing areas, particularly in the Karewa belts. He stressed the need to explore scientific solutions and improved cultivation practices to enhance saffron productivity and quality.
Similarly, the Horticulture and Floriculture Departments were directed to assess the potential of high-value and quick-return crops, particularly lavender and marigold, and identify opportunities for expanding their cultivation.
Referring to the Holistic Agriculture Development Programme (HADP), the Deputy Commissioner emphasized that its fundamental objective was to enhance farmers’ income. He called for an assessment of the programme’s implementation, its outreach and the actual benefits reaching farmers, stressing that departmental interventions must translate into measurable improvements in farmers’ livelihoods.
On the occasion, Principal Scientist and Scientist In-charge, CSIR-IIIM Field Station Bonura highlighted the research capabilities and technological expertise available through CSIR IIIM and the conglomerate of CSIR Network across its 37 institutions in the country. He informed that Pulwama has the foundations for a strong district level science and innovation ecosystem with robust agricultural and horticultural production systems, saffron, medicinal and aromatic plant resources, academic and technical institutions, research and demonstration facilities and a vibrant industrial landscape. These assets can be better connected through a formal mechanism that brings scientific expertise into the district’s development process.
The Deputy Commissioner stressed that scientific temperament and technology-driven interventions could prove to be major game changers in transforming the district’s economy. He also highlighted the potential of indigenous tulip varieties and other innovative floriculture initiatives, emphasizing the need to strengthen local capabilities and reduce dependence on external sources for specialized planting material.
The meeting also deliberated on mapping educational and institutional capacities across the district, including its Government Degree Colleges and other educational institutions, to identify available resources, gaps and opportunities for targeted interventions.
Concluding the meeting, the Deputy Commissioner called upon all departments and scientific institutions to work in close coordination and adopt a result-oriented approach towards identifying and harnessing the district’s inherent strengths. He stressed that the SWOT analysis must translate into concrete departmental action plans, with clearly identified priorities, responsibilities and measurable outcomes. He urged officers to actively engage with scientific institutions, undertake field-level assessments and ensure that available government schemes, technological interventions and institutional resources reached the intended beneficiaries.
