DC Budgam reviews progress of estimation under District Capex Budget 2025-26
Stresses timely estimation to ensure early execution of Capex works

BUDGAM: To review the progress of estimation preparation under the District Capex Budget 2025-26, Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-Ud-Din Bhat, today chaired a comprehensive meeting at the DC office, here.
The meeting was aimed at ensuring timely execution of the works and streamlining administrative processes related to the Rural Development Department (RDD).
During the meeting, Assistant Commissioner Development (ACD) Budgam and Executive Engineer, REW Budgam, briefed the chair on the status of estimations block-wise and sector-wise.
They presented an overview of the physical and financial targets and updated the DC on the ongoing compilation of estimates for works proposed under PRI, BDC, DDC, APDP, and ABDS grants.
ACD apprised the chair that a total of 2,704 new RDD works have been approved across 17 blocks under the District Capex Budget 2025-26, which includes 2,048 works under PRI grants, 517 works under DDC grants, 76 under BDC grants, 34 under APDP and 29 under ABDS
DC emphasised the importance of expediting estimation preparation so that execution of works can commence at the earliest.
He directed all field functionaries to ensure accuracy, completeness, and timely uploading of estimates on the designated portals.
Dr Bilal further stressed the need for transparency, quality control, and adherence to timelines in the execution phase once estimates are approved.
He further called for coordination between planning and engineering wings to avoid duplication, cost overruns, or delays in implementation.
DC reiterated that the Capex Budget is a key instrument for grassroots development and participatory planning, and every effort must be made to meet public expectations by achieving 100% estimation and execution targets in a time-bound manner in the District.
He underlined that delays in estimation directly impact project execution timelines and public service delivery.
DC directed all engineering and planning wings to adopt a mission-mode approach and ensure that all estimations are technically sound, financially viable, and uploaded without delay.
Besides, ACD Budgam, Exen REW Budgam, all Block Development Officers (BDOs), Assistant Executive Engineers (AEEs), Assistant Engineers (AEs), and Junior Engineers (JEs) of the RDD department attended the meeting.
