Electric scooter owner fined for driving without pollution certificate in Kerala, challan receipt goes viral

An electric scooter owner was fined for not having a valid Pollution Under Control (PUC) certificate by the Kerala Traffic Police.
Photos of the e-challan issued on Tuesday by the traffic police have surfaced online.
It was issued for "Pollution Under Control Certificate (PUCC) not produced on demand". The fine printed on the receipt is Rs 250.
The receipt also mentions Section 213(5)(e) of the Motor Vehicles Act, 1988.
In July, a Kochi man was surprised when he received a challan for riding his motorcycle without sufficient fuel.
He was fined Rs 250 for "driving without sufficient fuel with passengers", as per the challan receipt.
"It is only a typing error [by] the officers who wrote the section," the man said.
He clarified, "My bike didn't run out of petrol while I was on the way, and no policeman has fined me for that."
