OBCs demand 27 % reservation

JAMMU: All J&K OBC Mahasabha and All India Backward Classes Federation have demanded implemention of Mandal Commission Report in the Union Territory of Jammu and Kashmir.
Addressing a joint press conference here members of both the organisations- Bansi Lal Choudhary, convener, All J&K OBC Mahasabha and FC Satia, president, All India Backward Classes Federation (AIBCF), said that they were struggling for justice since long but the Government failed to provide 27 % reservation to the OBC communities in J&K.
They pointed out that Article 370 came to an end in August 2019, and with this the separate constitution of J&K also came to an end and J&K state was turned into UT on October 31, 2019. There after continuation of OBC Reservation Act 2004 and State Reservation Rules SRO-294 Of 2005 in JK- UT is unconstitutional and it should be immediately repealed and Central reservation policy should be implemented as per Supreme Court of India judgement dated 16.11.1992 on Mandal Commission so that OBC people of J&K get the reservation at par with rest of the UTs/ states. Since OBC population in J&K UT is more than 27%, as per census of 1931, they should be provided 27% reservation in proportionate to their population, both added.
They further said that nomenclature of "Other Social Castes" (OSC) has become unconstitutional and it should be replaced with Other Backward Classes (OBC) so that there is parity at National level. Requirement of Revenue record to establish one's caste should be stopped as this formality does exist in the Reservation Act 2005.
They demanded to stop socially and educationally backward classes reservation to the General Categories in the name of Residents of Backward Area (RBA), Line of Control/ IB (ALC), Pahari Speaking People (PSP) etc and suggested that their entitlement can only be made under EWS reservation.
Others who were present include Mohan Lal Pawar, Balwant Kataria, Raj Kumar Chalotra, Om Kataria, Ayudhya Kumar Manawa, Madan Baldotra, Jeet Singh, GR Dafara and Krishan Dafara.
