J&K least energy efficient State, reveals NITI Aayog report

State Energy Efficiency Preparedness Index launched

JAMMU: Jammu and Kashmir is one of the least energy efficient states, according to the first edition of the State Energy Efficiency Preparedness Index (SEEPI), brought out jointly by the Bureau of Energy Efficiency (BEE) and NITI Aayog. 

J&K falls in the third group of the index and is ranked last, which has states that consume 5.4% of National Total Primary Energy. The state has failed on most of the fronts towards attaining energy efficiency, the index reveals.

The index exposes that state lacks in any state-level initiative for achieving energy efficiency and therefore, needs to work harder. The national-level energy efficient schemes that may be working in the state are Unnat Jyoti by Affordable LEDs for All (UJALA) light and fan, National Program on Improved Chulha (NPIC), Municipal Energy Efficiency Program (MEEP) and Street Lighting National Program (SLNP).

The assessment of energy footprint of the states assumes significance because India has been termed as the biggest emitter of greenhouse gases, after the US and China and that makes it very vulnerable to global warming and other climate changes. The energy efficiency measures are important because energy resources like Coal, Petroleum, and Hydropower are depleting at a never-before rate and alternative sources like Solar power are not in mainstream use, which makes their prices soar. The nuclear power generation has serious side effects to nature and mankind. The available energy needs to used cautiously and efficiently.

The performance of the state in the six parameters is as follows:

1. Cross-cutting

-The state has established 'Energy Conservation Fund', but failed to allocate it.

2. Agriculture and Distribution Companies

-The state has notified several Demand Side Management (DSM) regulations in Agriculture sector, which are initiatives and technologies to encourage customers to optimise their energy use. But, neither there is available data regarding the programs being carried out in agriculture or non-agriculture sector, nor a target to be achieved for energy savings.

- The state has not specified penalties for non-compliance of DSM regulations, since there is no dedicated DSM cell. Also, there is no information about how much energy has been saved from DSM.

-There is no available data for public participation in DSM programs, and also for financial incentives being provided for compliance of DSM measures.

3. Transport

-No information on financial incentives for hybrid and electric vehicles being given to consumers or manufacturers.

-No information about any awareness program being run for SRTC personnel to save fuel.

-Only 0.028% of hybrid and electric vehicles have been able to penetrate in the state.

-SRTC vehicles show an energy intensity of 4 km/L and fuel efficiency of 0.118 km/MJ.

4. Municipality

-The state has no energy saving target.

-There are no funds allocated for state-level Energy Efficient Street Lighting, Water Pumping, and any other program.

-There is no entity or body in State Municipalities that can look after implementation of energy efficiency measures.

-The state has been able to save 25285 MWH alone from energy efficient street lighting, while the data for energy saving from water pumping is not available.

5. Industry

-The state has no energy saving target, here as well.

-The state has a designated body to oversee Energy Audits for industrial units, but the audits are not yet 'mandatory'. Hence, only a small proportion has been audited till date, that is 11 PAT.

-There is no information available on energy efficiency initiatives taken in MSME sector.

-As of now, the state does not give Energy Conservation Award to industries.

-The information about any financial incentives to implement energy efficiency measures or funds allocated for the same is not available.

-The state does not information as to how many industrial units have adopted energy efficiency measures. Also, the information about energy saved in industry sector is not available.

-70% of Designated Consumers met Perform Achieve and Trade target in the state.

6. Buildings

-The sate lacks mandatory code and audit for energy efficient structures. Therefore, the data for the number of buildings complying with energy codes is not available.

-The state does not have information regarding the adoption of BEE Star Rating for existing number of buildings, on the basis of their energy consumption and saving patterns.

-The state does not give Energy Conservation Award to buildings.

-The state has an entity to check compliance of mandatory building energy audit, but there is no subsidy or funds allocated for energy audits of buildings in the state.

-The state does not provide incentives to consumers to comply with energy-saving measures, like buying energy-efficient appliances.

-The state has not allocated funds for any program that provides energy-efficient appliances to consumers.

-The state has no entity or body to ensure and enforce Energy Conservation Building Codes.

-The state has no information available for energy savings and energy intensity in public, residential and commercial buildings.

-The state has only 8 Green Buildings, per million connected consumers.

The SEEPI puts states into four categories - 'front runner', 'achiever', 'contender', and 'aspirant'. The state of J&K lies in 'aspirant' category, where most of the information about its energy consumption, energy saving potential and implementation of energy efficient schemes is 'Not Available'. The little available information suggests its dilapidated condition in terms of attaining energy efficiency.

The index launched yesterday by BEE and Ministry of Power, ranked Andhra Pradesh, Kerala, Maharashtra, Punjab and Rajasthan as 'front runners', who have performed exceedingly well and scored above 60, in adopting energy efficiency measures. 

Gujarat, Karnataka, Tamil Nadu and Haryana are categorised as 'achiever' states, who are constantly making efforts and achievements towards implementing energy efficiency. The score of Achievers lies in 60-50, Contender in 49-30 and Aspirant below 30.

The is report based on data collected by Alliance for an Energy Efficient Economy (AEEE) from State Designated Agencies (SDA) and other available official data, as on 14th May 2018. The states/union territories were mapped on the basis of a total of 63 indicators, to help India's strategy for achieving its climate change commitments.

According to BEE, energy efficiency could help India save 500 billion units of energy and avoid the need for 100 gigawatts (GW) of power capacity within 2030. This translates to a potential reduction of 557 million tonnes of carbon dioxide emission. India's energy efficiency market is estimated at $23 billion with a vast potential to grow.
